Paris newspaper attack prompts reflection on differences in values

A week after terrorists attacked the office of a French weekly political newspaper and shot dead its editor and a number of other staff, the periodical printed a special issue that featured a caricature of the Prophet Mohammed on its cover.

In the image, Mohammed is holding a placard bearing a message expressing solidarity with the newspaper as a tear runs down his cheek. The headline reads, “All is forgiven.”

The newspaper’s normal print run is about 45,000 copies, but it reportedly will ultimately print 5 million copies of this latest edition. It quickly sold out at many kiosks and retail outlets. This indicates that there is heightened public sentiment in France toward protecting freedom of speech.

After the attack, about 3.7 million people took part in marches against terrorism in Paris and elsewhere in France. There has been an upsurge in France’s particular type of patriotism.

French people take great pride in the principle of separation of church and state, and the freedom of speech they won in the French Revolution of 1789. Satirical drawings have become firmly established as a method for criticizing royalty and titled nobility, religious figures, politicians and other people in positions of power.

Freedom of expression

However, different cultures view such depictions in different lights. In the Islamic world, which is said to be “a culture without sacred images,” idol worship is not permitted and depicting Mohammed in pictures is forbidden.

While these caricatures are considered an exercise of freedom of expression in France, for Muslims they are blasphemy against their religion. The political newspaper’s cartoons have certainly wounded the religious feelings of many moderate Muslims.

The main Sunni authority in Egypt denounced the latest edition’s cover as “disgusting.”

Of course, an act of terrorism can never be forgiven, no matter what religious reasons might be used to try to justify it. It goes without saying that freedom of expression is also a fundamental element of democracy.

As crucial as freedom of speech is, however, the general view in Japan is that if such expression goes against public welfare, it should not be accepted unreservedly. Media organizations must carry articles and other content only after carefully considering their possible social impact.

The spirit of respecting the various values held by those on the receiving end of such expressions is itself the foundation of a mature democracy.

An Islamic extremist group based in Yemen has claimed responsibility for the shooting at the newspaper’s office. There is an urgent need to boost cooperation among nations affected by this attack, including countries in the Middle East, and clamp down on terrorism. Antagonism caused by these caricatures must not be allowed to obstruct this process.

仏紙風刺画問題 多様な価値観受容する社会に



 テロに屈しないという意志表示だろう。だが、イスラム教徒を刺激し、新たな対立の火種とならないか、懸念される。

 テロリストの銃撃で編集長らが殺害されたフランスの政治週刊紙が、イスラム教の預言者ムハンマドの風刺画を表紙にした特別号を発行した。

 風刺画は、ムハンマドが政治週刊紙との連帯を示す言葉が書かれたプラカードを手に、涙を流す図柄で、「すべては許される」との見出しが付いている。

 通常は4万5000部の発行だが、特別号は500万部まで増刷するという。売り切れの販売店も相次いでいる。「表現の自由」を守ろうというフランスの世論の高まりがうかがえる。

 テロに抗議し、パリなど全土で約370万人が参加した行進も実施された。フランスならではの愛国心が高揚しているのだろう。

 仏国民は1789年のフランス革命で、政教分離の原則などと共に、表現の自由を勝ち取ったことに誇りを持っているとされる。風刺画も、王侯貴族や聖職者、政治家など権力者を批判する手段として根付いてきた。

 しかし、文化が異なれば、風刺画に対する受け止め方も違う。「聖像のない文化」と言われるイスラム圏では、偶像崇拝は許されず、ムハンマドらの人物画像を描くことが禁じられている。

 風刺画が、フランスでは「表現の自由」の行使であっても、イスラム教徒にとっては「宗教への冒涜ぼうとく」となる。政治週刊紙の風刺画が、穏健なイスラム教徒の信仰心を傷つけたことは確かだ。

 エジプトのイスラム教スンニ派の最高権威機関は、特別号の表紙を「醜悪」などと非難した。

 無論、どのような宗教的理由があれ、テロは決して許されない。表現の自由が民主主義の根幹であることも、言をまたない。

 だが、表現の自由といえども、公共の福祉などに反すれば、無制限に認められるものではないというのが、日本における一般的な考え方だ。報道機関は、記事などが社会的に及ぼす影響を十分に考慮し、掲載する必要がある。

 受け取る側の多様な価値観を尊重する精神こそが、成熟した民主主義社会の基盤になる。

 銃撃事件では、イエメンが拠点のイスラム過激派組織が犯行声明を出した。中東諸国を含めた関係国の連携を強め、テロを封じ込めることが、焦眉の急だ。風刺画が引き起こす対立が、その妨げとなる事態は避けねばならない。
